On the outside wall of the house, where the ventilation from the dryer goes, the plastic valve stopped opening. It looks like it is tightly clogged with gray fluff from the inside. Is it necessary to call a professional with a flexible cable or can I somehow clean this pipe myself?

It's practically impossible to clean the exhaust tract yourself; you can't get in there with a regular wire; you'll only tear the flexible hose inside the wall or break the valve.
